The Civil Society Legislative Advocacy Centre (CISLAC), Thursday in Abuja appointed the Chairman House of Representatives Committee on the Army, Hon. Abdulrazak Namdas as the Chairman Technical Working Group on Protection of Civilian and Civilian Harm Mitigation in Nigeria.
This was dropped at the official launch of the Technical Working Group by the Civil Society Legislative Advocacy Centre (CISLAC) with support from Open Society Initiative For West Africa (OSIWA).
Nigeria has been fighting a decade-long insurgency that has placed civilians in the middle with millions rendered homeless and hundreds of thousands losing their lives. This has raised concern on civilian protection in this midst of the crisis and other security challenges in the country.
With this inauguration of stakeholders will be brought to underpin the protection of civilians and civilian harm mitigation in arms conflict as a critical element of the committee’s work.
The Technical Working Group is therefore expected to coordinate, collaborate and communicate more and design strategies that influence the frameworks, orientation, and operational guidelines of security agencies.
Delivering his address at the inauguration, Namdas urged the members of the TWG to demonstrate partnership and geniuses in their efforts.
” To address the evolution of the conflict in Nigeria and ongoing civilian protection challenges, the TWG is geared to advance strategies and practices that minimize civilian harm. Considering your strategic importance in the sector, your institution is carefully selected as a member of the TWG.
” There had been efforts to engage Nigerian government to develop protection of civilian policy/legislation that would put civilians at the heart of counterterrorism and counterinsurgency operations as well as other military operations across the country. This platform is indeed novel and largely innovative to actualize this mandate using all administrative channels.” Namdas said.
He noted that the most effective way to restore security and deliberately combat violent extremism is to put the protection of civilians at the heart of Nigeria’s military operations.
” The primary objective of this working group is to bring together stakeholders from government, CSOs, and security forces (to include Police, Civil Defence, FRSC, Customs, and Immigration) to discuss protection concerns and improve civilian protection. Elevating protection of civilians as an objective in Nigeria’s approach to addressing these challenges will require changes in Nigeria’s use of its security forces, particularly training, doctrine, exercises, and operations of the security forces and its strategic influence with the citizens.” He added.
The Technical Working Group is expected to provide an opportunity for the state and non-state actors to dialogue and deliberate on strategies and best practices as well as take into account precautions in the conduct of hostilities.
According to Namdas, “No effective protection strategy can be conceived without a sound understanding of the violations/abuses that were committed: this includes, inter alia, their rationale, their direct and indirect effects, and the social and legal framework in which they took place.”
While appreciating CISLAC and OSIWA for providing the resources needed to host the inauguration, the chairman waste no time in asking for funds to be dedicated to activities of the TWG.
” Our earnest request should be that some funds should be dedicated to activities not earlier scheduled as there might be specific resolutions to work on aspects that will help galvanize the objective of this working group,” he said.
Fraud : Pastor deceived me to sell my only house, Jilted Evangelist tells Yola court
A deceived female evangelist who was allegedly jilted by her fiancee and pastor of Fire House Revival Ministry, Kwanye Tumba has told a criminal area court II sitting in Yola, the Adamawa State capital, that her ex-fiancee, Pastor Marwa Tumba deceived her with marriage proposal, squandered her money and later ended up frustrating her life.
The distraught looking evangelist, had 2 weeks ago sued the Pastor and said she first met with Pastor Marwa at a programme in Yolde Pate, Yola South Local Government Area, and that after event, the Pastor told her that God has blessed her with a husband and that he is the husband.
At the resumed sitting of the court, she told the court that the pastor lured her and made her to sell her house and kept on collecting the money, squandered it and thereafter abandoned her.
She said all through the period of their relationship, the pastor kept assuring her that he will marry her as a result of which she was very open to him and gave him access to everything, noting that it was heart rending to know that the man’s intent was to defraud her.
As evidence, she tendered a bank teller, list of items for their proposed marriage and evidence of how and where their relationship started after a prayer meeting at Yolde-Pate.
She further told the court that despite the frustration ,she is worried that her ex-fiancee has consistently said she was fighting him, and that if she is not careful she will die.
She then prayed the court to recover all her money and her house which he made her to dispose on the premise that he will marry her.
The 33-year-old complainant had informed the court that the man had asked her to saw a seed, and that she immediately gave him N1,000 as the seed he demanded, saying that from there, he went to her house and started their relationship proper.
She stated that he asked her to start attending Freedom Power Chapel Yola, the church he was worshipping before opening his Fire House Revival Ministry.
Evangelist Kwanye added that the man asked her to sale her house which she built threatening to abandon her if she refused to hearken to his demands.
She noted that because of her desperation to get a spouse, she agreed and sold the house at the sum of N500,000 and that she paid N50,000 tithe directly into his bank account as he requested.
She said that she kept supporting the church with her money until all the money got exhausted saying that he later abandoned her after wreaking her life.
She told the court as a result of the financial predicaments facing her she is now hawking vegetables so as to eke out a living.
At the court, the accused pastor appeared along side 3 lawyers led by E.O Udo and a cross section of his church members, while the complainant came with no legal representation.
The presiding judge, Honourable Nuhu Garta, after hearing the submission of the complainant adjourned the case to February 10th, 2021 for ruling.
I almost lost my job as FCT minister over Baze university- Gov. Mohammed
Gov. Bala Mohammed of Bauchi state has revealed that he almost lost his job as FCT minister, under President Goodluck Jonathan, for allocating a piece of land to Yusuf Ahmed, the founder of Baze University, in Abuja.
Mohammed disclosed this, on Thursday, when the founder and members of the university management paid him a courtesy visit, in Bauchi.
The governor, who said that there was nothing he would not do to free resources for the improvement of society, adding that he was only freeing land from speculators and those that would only use it for other unpleasant purposes.
“You all know my relationship with the Baze very well, the struggle we had. One lady even wanted to snatch your land. I almost lost my job because of Baze university, you didn’t know that portion of the story, but I’m saying it today.
“There is nothing I cannot do to free resources for the betterment of society and that is what I did for you. I believe it was the best thing to do.
“I did it because I was freeing the land from speculators and those that would use it for other obnoxious uses. I congratulate you and I’m proud to be associated with you in this very noble endeavour,” Mohammed said.
The governor, who noted that the university was known worldwide, said that he felt elated seeing the university advertisement on Cable News Network (CNN).
Mohammed promised the university proprietor, who had come to offer the state a 75 per cent subsidy on scholarship for students, that the state government would subscribe to the offer.
He added that the best graduating secondary school students, who were indigent, would be selected through a transparent process and be placed in the university.
The governor mandated the state Commissioner for Education, Mr Aliyu Tilde, to effectively work towards that with utmost sincerity.
Speaking earlier, Mr Yusuf Ahmed, the founder and Pro-Chancellor of the university, said that the institution became what it is today by the grace of God and the support of leaders like Gov. Bala Mohammed. (NAN)

The Suspect when sighted the hunters abundant the bike and the arms as he ran into the bush.
When contacted, Ganye local government information officer Mr Kabiru Njidda had confirmed the interception of the arms .
Residents of Ganye and its environs are sleeping with two eyes opened due to insecurity plaguing the area.
